Legal risks
Law no. 195/2024 on personal data protection fully aligns the Republic of Moldova's legislation with the EU General Data Protection Regulation (GDPR) and enters into force on August 23, 2026.
Paper lists contain IDNP, address, date of birth and ID card series — all passed hand to hand, without verifiable consent, without audit trail, without deletion capability. Under the new legislation, these practices expose organizations to significant penalties.
The 2026 Promo-LEX report documents massive transfers of voters' personal data to the Russian Federation, used for electoral bribery. Fictitious registrations with citizens' data reached 8,238 cases in 2024 — eight times more than in 2021.
